麻省理工學院前支持巴勒斯坦抗議一度升級 學生佔領麻州大道

               (Boston Orange 周菊子麻州綜合報導) 以巴衝突在麻州掀起的抗議風潮,各校出現學生紮營,警察清場等事件後,56日下午在交通尖峰時的下午4點多,衝突升級,在麻省理工學院的抗議人權佔領麻州大道,阻絕了這交通幹道的車輛來往。

              大約晚上815分,經警察提示後,抗議人群有的散去,有的退回Kresge禮堂前紮營區,麻州大道這才又恢復了車輛流動。紮營區這時仍然殘留著廿、三十個帳篷,人們也在繼續拆圍欄,麻省理工學院一發言人表示,當天沒有任何人被逮捕。

              佔路事件導致警方出動,下午四點多時在麻州大道的朗費羅大橋前和Vassar街兩頭設下欄柵,讓車輛改道。查理士河畔的紀念大道安全島草坪上也停滿了警車、鎮暴車,以及一群穿黑色防彈衣的警備人員。面色凝重的戒備著。麻省理工學院學生中心的上空,也有直升機盤旋,關注事態發展。

              抗議升級事件的發生,起源於麻省理工學院校長Sally Kornbluth發出一封信給全校師生,要求抗議示威者在下午2點半前撤離抗議聚集地。信中說,簡而言之,這延長了的,未經許可的使用MIT場地,尤其是為這樣有尖銳不同意見議題的抗議,已經無法再安全的維持

              抗議人群於是憤怒地走上街頭,坐進馬路中間,阻斷了麻州大道上的車輛來往,與警察發生衝突,拆掉了圍在抗議人群紮營區外的柵欄。

              麻省理工學院支持巴勒斯坦群眾的紮營抗議事件,已持續了約2週,56日在麻省以工學院校長發出限時撤離信後,抗議群眾領袖發起緊急遊行,越來越多人聚集到紮營區圍欄外,警察推擠示威者,想把他們阻擋在圍欄外,也不讓已經離開紮營區的人回去時,雙方互相叫囂,場面一度緊張。

              一群支持巴勒斯坦的抗議群眾,一度試圖佔領MIT主大樓,Lobby 7的入口,但是幾分鐘之後,就被警察送離現場。

              接著是一群大約有100人的高中生,從波士頓廣場一路遊行到麻省理工學院,佔據麻州大道,開始了早就計畫好的數小時示威。

              大約6點半左右,數以百計的人圍聚過去Kresge禮堂前的抗議紮營區,輪番發言,群眾不時尖喊,穿著綠色螢光背心的警察們也在外圍戒備著。

              在加薩的以色列及巴基斯坦交戰持續中,美國各地校園越來越多抗議活動。人們得悉,數目未必準確的資訊包括,107日哈瑪斯 (Hamas) 發動攻擊,殺死約1200人,劫持250名人質後,以色列軍隊殺死34千多巴勒斯坦人。

              一名趕到現場尋找家人的年輕人表示,他同意抗議應該和平進行,但美國不應該提供那麼多精良武器給以色列軍隊,用在了巴勒斯坦平民百姓身上。這些抗議者不採取較為激烈的佔據街道等行動,抗議聲音難以被聽見。他認為,人們在這兒只是通行道路被阻,巴勒斯坦人在那兒卻是面對攸關性命情況。

              MIT內有一群教授認為學校應該要想出更好方法,容許學生表達自己所要爭取的意圖。MIT內以色列聯盟則認為,學校應該嚴守其政策,不容許任何人在校地非法紮營,阻擋了其他人享受校區的自由,像起義全球化 (Globalize the Intifada)打倒猶太復國主義者 (Down with the Zionists)”等標語,也是帶有仇恨異味的反猶太人種族歧視,不應該被容許。

              波士頓市早前也才發生過警察清拆愛默生學院、東北大學的紮營區,和學生發生衝突事件。其中愛默生學院的驅趕紮營事件,更在波士頓市議會內引發爭議。

BOSTON – Today, the Healey-Driscoll Administration shared efforts to preserve access to care and services following Steward Health Care filing for Chapter 11 of the United States Bankruptcy Code. The administration has launched a call center and website for patients as part of the next step in its Incident Command structure. As of today, the facilities are operating as usual.

 Massachusetts will actively participate in Steward’s bankruptcy proceedings to advocate for local interests and uphold state law and regulatory requirements as Steward seeks to transition ownership of its Massachusetts-based facilities.

 “It is essential that the people of Massachusetts know that Steward hospitals and outpatient facilities are open and operating as usual. No one should hesitate to seek care,” said Governor Maura Healey. “Our administration has been planning for this scenario for months, and we have the right people, resources and structures in place to respond. Every step of the way, we are committed to protecting patients, workers and access to care. Steward’s financial challenges are the result of greed, mismanagement, and a lack of transparency. This bankruptcy filing is an important step toward Steward’s orderly exit out of Massachusetts.”

 “For months, as Massachusetts residents have waited for definitive actions from Steward, we have been preparing for the possibility of this outcome,” said Secretary of Health and Human Services Kate Walsh. “We have been working with partners across health care in each region to make sure we are addressing the needs of each community. We will continue to use every tool in our toolbox to support patients and staff during this transition.” 

 “The public is rightly frustrated right now, and I share their concerns. My office is working to get answers and we intend to seek accountability for any laws that may have been violated,” said Attorney General Andrea Joy Campbell. “We expect the bankruptcy process to bring about transparency and stability, as well as greater legal oversight over Steward’s operations than before. We’ll continue to work within that process to protect patients and employees who are showing up on the frontlines each day.”

 Since the beginning of this situation, the Healey-Driscoll Administration has been working with internal and external advisors and across government to ensure the continued stability of the state’s health care system and protect patients’ access to care as Steward seeks to address its financial challenges. Last week, the Department of Public Health (DPH) implemented its emergency operations protocol and incident command structure as a means of coordinating decision-making and response to the Steward situation in a thoughtful, collaborative, and timely way.

 Steward facilities are open and treating patients as usual. DPH will maintain its monitors in all Steward facilities. DPH has implemented an emergency operations and incident command structure to help guide the state’s response during the Steward bankruptcy process and ensure bidirectional communication with everyone involved. This structure will help continue DPH’s mission of protecting patients in health care facilities and supporting the health care workforce so they have the tools they need to provide care to the people of Massachusetts.

 “Individuals and communities across Massachusetts must have access to quality health care,” said Robert Goldstein, MD, PhD, Commissioner of the Massachusetts Department of Public Health. “People count on and trust their health care providers to be there when in need. Any suggestion of a possible disruption in care understandably causes concern. DPH will continue to work closely with health care leaders and communities across the state, and we are united in our commitment to protecting access to quality care that our residents deserve and need.”

Streamlined application process will speed up approvals for residents

BOSTON- Monday, May 6, 2024 - Today, Mayor Michelle Wu and the Community Engagement Cabinet’s Office of Civic Organizing announced applications are now open for the second year of block party grants. This funding effort is to encourage residents to connect with their neighbors and experience the joy of building a stronger community. Residents and community groups who apply for the mini-grants can receive up to $750 to purchase food, party supplies, lawn games, and other items for summer block parties to make it easier and more affordable for neighborhoods to hold community gatherings. 


“Boston is made up of a diverse set of residents and communities, and block parties allow for more opportunities to celebrate together and build connections between them,” said Mayor Michelle Wu. “Our hope is for these grants to highlight the beauty of our communities, bringing residents together to build safe, welcoming, and fun neighborhoods.”


New this year, the City of Boston has streamlined the summer block party permit application process to improve constituents' experience and speed up approvals. The City has also expanded what activities are allowed at block parties without additional permits, including tables and chairs, 10 by 10 tents, and more. A Block Party Planning Guide is available to help explain the planning process of hosting block parties in neighborhoods.


The block party grant builds on the Mayor's commitment to fostering a fun, safe, and healthy summer in Boston. Last year, the Office of Civic Organizing (OCO) provided 52 grants to residents and community groups totalling $30,000 across 14 neighborhoods in Boston. 


"Through the vibrant pulse of Block Party Grants, our neighborhoods reclaim their essence,” said Director of the Office of Civic Organizing Nathalia Benitez-Perez. “With each gathering, we weave tighter the fabric of community, proving that neighbor-to-neighbor connections are the soul of our city's thriving communities." 


What do residents need to know before applying to the grant?

  • Anyone hosting a block party on a public street or sidewalk needs to apply for a Play Street Closing Permit. Applying for this permit can be done online at boston.gov/blockparty. It’s recommended to apply for permits at least 30 days before a block party. 
  • Residents must apply for grant funding at least four weeks prior to their proposed event. 
  • To be eligible, all block parties must be free and open to the public.
  • Grant applications will be approved on a rolling basis through July 31, 2024 to support block parties all summer.


“Nothing says summertime in Boston like a fun block party bringing communities together on each block throughout our city,” said Community Engagement Cabinet Chief Brianna Millor. “This mini grant is an investment into our neighborhoods to ensure that our youth, families, seniors, and every community member can experience a safe and joyous summer.” 


“Block parties are an important part of violence prevention efforts in Boston,” said Senior Advisor for Community Safety Isaac Yablo. “In communities that have experienced violence in the past, these social gatherings promote the destigmatization of certain communities and give people who support non-violence a space to come together.”


The Office of Civic Organizing will host an information session for community members interested in applying on Wednesday, May 15, from 6:00 - 7:00 p.m. Register here to attend. Applications will be reviewed and grants will be awarded on a rolling basis. The deadline to apply for the grant is Wednesday, July 31 at 11:59 p.m. ET. “I believe the block party grant is a wonderful way to spur outdoor summer activities - particularly in my neighborhood– Mattapan,” said Mattapan resident Sadiq Ervin. “This grant program has not only enabled me to bring games, music and food to youth on my block, but has supported me to reignite traditions my neighborhood hasn’t seen in several years.”

Healey-Driscoll Administration Launches Housing Campaign with Municipal Leaders to Highlight Local Solutions to High Housing Costs 

Administration applauds communities working to increase the supply of housing across the state, emphasizes need for collaboration 

LYNN – Today, Governor Maura Healey and Lieutenant Governor Kim Driscoll held the first event of their Housing Campaign by standing with municipal leaders from across the state to highlight the ways in which increasing housing production will help municipalities meet the needs of their residents. Over the next few weeks, the administration will host events across the state to call attention to the urgent need to lower housing costs across Massachusetts and the ways in which the high cost of housing impacts everyday life. 

“We wanted to hold the inaugural event of our Housing Campaign with municipal leaders because we know that cities and towns are where the rubber hits the road when it comes to our statewide housing shortage,” said Governor Maura Healey. “High housing costs impact local residents, local economies, and local governments – and many of the most impactful solutions are going to be local solutions. It was wonderful to connect with municipal leaders to discuss how the state can be a partner in their efforts to address their housing challenges and improve quality of life in their communities.”

Held at the Lynn Housing Authority, the Governor and Lieutenant Governor met with 17 municipal leaders from around the state. The administration and local elected leaders discussed the administration’s housing strategy, including the MBTA Communities law, the Affordable Homes Act, the HousingWorks program and an aging public housing stock.

"As a former municipal leader, I understand the give and take our communities are balancing to create more housing,” said Lieutenant Governor Driscoll. “That’s why tools like the MBTA Communities law, the local option transfer fee and allowing accessory dwelling units are important pieces of the puzzle. There is not a single silver bullet, but we can give our towns the tools they need to increase housing production. Many communities are already embracing these solutions – including more than 40 that have already approved MBTA Communities zoning.”

The discussion, moderated by Housing and Livable Communities Secretary Ed Augustus, focused on the various tools and strategies that would be most effective in creating more housing supply across the state in order to meet the demand. 

Many of those tools are included in Governor Healey’s Affordable Homes Act, including allowing accessory dwelling units as of right throughout the state with the ability for communities to set some reasonable restrictions and providing the local option of adopting a real estate transaction fee of 0.5 percent to 2 percent on the portion of a property sale over $1 million to fund affordable housing developments.

Another critical tool is the MBTA Communities Law, which requires certain municipalities to create multi-family zoning districts to increase housing production near public transportation and lower costs. As of today, 45 communities have passed multi-family zoning intended to comply with the law.

"The foundation of the Healey-Driscoll administration’s housing strategy is built on working with communities and providing them with tools to build the housing they need,” said Secretary Ed Augustus. “These are tough challenges for communities to solve on their own, but by working collectively and having these productive conversations we can solve them together.”

The next stop of the Housing Campaign will be on Tuesday, May 7, to discuss the ways in which veterans are impacted by the high cost of housing and the administration’s End Veteran Homelessness campaign. Veterans Services Secretary Dr. Jon Santiago and Secretary Augustus will visit Brighton Marine, an affordable housing development for veterans, at 77 Warren St Brighton, MA 02135 at 1:30 pm.

On Wednesday, May 8, Governor Healey and Lieutenant Governor Driscoll will join business leaders in Worcester for a roundtable discussion about how building more housing and lowering costs is essential for the economic growth, competitiveness and innovation of communities across the state.

BOSTON - Monday, May 6, 2024 - Mayor Michelle Wu today announced Evandro Carvalho as the new Executive Director of the Office of Police Accountability and Transparency (OPAT). In this role, Carvalho will work to improve the structures of public safety and health through  enhancing transparency and accountability within the Boston Police Department (BPD) and building trust between residents and law enforcement across Boston’s neighborhoods.


Established through the passage of a 2020 ordinance, after being one of the signature recommendations of the 2020 Boston Police Reform Task Force, OPAT works to strengthen the relationship between the Boston Police Department (BPD) and Boston’s communities by increasing trust, transparency, and accountability. The Office is charged with investigating complaints of police misconduct, ensuring that the Boston Police Department's internal affairs review process is fair and thorough, and reviewing Boston Police Department's existing and proposed policies and procedures. 


“Every resident, in every neighborhood, should be safe and feel safe in the knowledge that our Police Department and City will uphold the responsibility to serve and protect,” said Mayor Michelle Wu. “I'm grateful to Evandro for his years of service to Boston's communities and know that his leadership and expertise will help us continue to build trust and strengthen our ongoing efforts to ensure public safety and health all across our neighborhoods.”

Evandro Carvalho is an experienced public service attorney and former state representative in Massachusetts. When he was 15, and knowing no English, Carvalho emigrated from Cabo Verde, Africa to Boston. He graduated from Madison Park Technical Vocational high school, and earned his undergraduate degree at UMass Amherst and his Juris Doctor at Howard University School of Law. 


Carvalho began his law career at the prestigious law firm of WilmerHale in their Washington DC office. Since 2011, he has been a progressive leader and public servant in all three branches of government in Massachusetts, including assistant prosecutor in Boston, state legislator, and executive director of the Boston Human Rights Commission. As a State Representative, Carvalho worked on police reform and criminal justice reform, as well as youth issues. Most recently, he served as the General Counsel for the Supplier Diversity Office of Massachusetts.  


Evandro Carvalho lives in the Ashmont area of Dorchester with his wife Ashley and their daughters Eliana and Anaya, their son Evandro Jr., and their dog, an energetic boxer named Bruno. 


The Executive Administration of the Office of Police Accountability and Transparency Commission has three Commissioners: the Executive Director, the Chair of the nine-member Civilian Review Board (CRB), and the Chair of the five-member Internal Affairs Oversight Panel (IAOP). Carvalho and the OPAT team will work closely with the aforementioned advisory board and panel to serve as a single point of entry for individuals with concerns or complaints related to the Boston Police Department and its officers and sworn personnel to be heard and responded to, and undertake independent investigation and review of policing in Boston. OPAT will also work through its policies and programming to promote inclusivity, accountability, and community engagement, particularly within the Boston Police Department.

             (Boston Orange 周菊子波士頓報導) 波士頓名人系列刻在博客中心王氏劇院 (Boch Center Wang Theater) 推出的Alvin Ailey美國舞團表演,繼52日首演「世紀 (Century)」和「頌 (Ode)  )」後,53日晚贏得觀眾如雷掌聲,起立致敬,謝幕2次不已,還加演了一段舞蹈。

Alvin Ailey舞團是非洲裔美國舞者Alvin Ailey1958330日帶著一小群人登上紐約92街舞台,只演一晚後成立的舞團。他致力保存非洲裔美人文化經驗,並堅持不懈,直至1989

年他過世,交棒Judith Jamison,舞團仍維持這獨有特色。如今Alvin Ailey舞團已是走遍六大陸,在全世界71個國家,美國48州,共約2500萬人看過他們表演的著名舞團,共有100多名編舞者為該團創作了270齣曲目。

                 53日晚該團演出的是Alonzo King 2000年作品” 跟著細水上流 (Follow the Subtle Current Upstream) ,以及Ronald K. Brown2009年最受喜愛作品跳舞精神 (Dancing Spirit) ,最後以該團經典作品「啟示錄 (Revelations)」收場。

               共有座位3500左右的王氏劇院,53日晚幾乎座無虛席。舞者們每跳完一支舞,觀眾們就轟然鼓掌,熱情之極,稱許舞團團員們舞姿優美,張力十足,無論是現代舞,或是帶有故事情節的舞目,服裝都各有特色,燈光及音樂更是配合得讓舞蹈更具衝擊力。

85個年頭的「波士頓名人系列」演出,從52日起至55日,共演出5場。

               54(週六)的晚上8點,演出舞碼為Ronald K. Brown的”跳舞精神”,以及Alonzo King的”跟隨細水上流”。”跳舞精神”的音樂由Duke Ellington, Wynton Marsalis War製作,激發出Ailey傳奇性藝術總監Emerita Judith Jamison的優雅,尊嚴及慷慨。”跟隨細水上流”則是大膽,舞動不歇的作品,如同人生中的起起伏伏。

               54 (週六) 下午2點展現Ailey經典節目,跨越Alvin Ailey的豐富作品,包括”回憶錄”、”夜間生物”、”沒有公爵 (Pas de Duke)”,” Masekela Langage”, Opus McShann, “情歌 (Love Songs), “為鳥帶著愛 (For 'Bird'With Love) , 以及”隱藏的儀式 ( Hidden Rites)等。

               55日下午3點,將演出在波士頓地區首演的,Jamar Roberts的”頌 (Ode)  )”,以及Amy Hall Garner的”世紀 (Century)”。其中的”世紀”是一支極具個人色彩的作品,靈感來自Hall Garner的祖父100歲生日的那個晚上。Ray CharlesCount Basie,以及The Dirty Dozen銅管樂隊等為這支舞編曲。”世紀”一舞慶祝生命、韌性及愉悅。”頌”是在槍枝暴力時代位生命的美麗與脆弱而沉思的作品,以甜蜜Malcolm (記憶與槍聲第一部分)為背景,並以全女班演員來重新想像。
